I am _not_ a Newgrounds Moderator, but I can tell you what "most likely" happened:
A) You 'either' lost the ability to 'scout others' but are still scouted. 'Or':
B) When looking into your account, the Audio Portal Moderator deemed that your submissions aren't justify a 'scouted status'. That is something that can always happen as long as scouted users are "too generous" with who they scout.

Getting scouted and the ability to scout are privileges.
The ability to scout others might be gone forever, but you can get scouted again if you improve your skills as a musician - which will take time. Just give yourself that time and don't worry for the next year or so.

I'm not an expert, but 'to the best of my knowledge' that means you are still scouted.

So it's most likely "A)".
